Mutoh 1204 banding

So my printer is starting to band, most noticeable in blues. I did a test print and it seems to be some deflected nozzles in cyan. I've done some cleanings which didn't help, Is there any way to fix this, or do i have to spends thousands on this all in one print head?
Attached are photos of the test print and solid prints.
As you can see in the 1st picture the cyan test shows some lines out of whack, but it dosnt look really bad when you compare it to the perfect test print of magenta (2nd pic).
Pic 3 shows cyan in 8 pass bi-directional mode. Pic 4 shows cyan in 16 pass uni-directional mode.

Thoughts?

Of what I can see the test print is not that bad.
But it can show up worse when printing due to the nozzles which are blocked or deflected printing (or not priting) in a similair place on the next pass.
If you cannot clear it with soaking the head, either go to an even higher resolution print which is more passes or its time for a new head
