Mutoh 1204 Cleaning Cartridges wont register

We have searched and found some information but no complete answers. We have a Mutoh Valuejet 1204. We are attempting to do a headwash, but it wont register any of the cleaning cartridges. It is beeping when slotting them in, but thats it. It has emptied the ink lines, but it just still says insert ink cartridges even though the cleaning cartridges are in.

Any ideas are greatly appreciated.
