Yes it's usually the damper. If you think about it like this it makes sense: Remember when you were a kid and you would put a straw into a cup of water and the put your finger on the top of the straw and you could lift the straw out of the water and the straw would hold the water seemingly against gravity? When a damper fails it's like taking your finger off the straw except the ink cartridge pulls back on the system which is why the ink always goes back to the cartridge when the damper fails.
