Mutoh 1638 Nozzle Drop - Off/On

Can't seems to get all or most of the nozzles to fire. Every cleaning seems to drop some and fire some new ones. It's like playing a slot machine.

Took apart and cleaned everything that ink touches such as maintenance assembly, flushed all lines, pumps, drains, ect

Pumps work, Suction Works

Everything is clean including all cables/belts.

Any Suggestions? Thanks!
