Scott, did you install new dampers, too? Looks like some cross contamination happening there. Also, you should clean both encoders (the long one on top and the circular one that's under the left-side cover. I use 91% rubbing alcohol. There are some head alignments that you should go through when you install a new print head. Do you have the service manual?

yes i installed new dampers i will clean the encoder

What ink cartridges are you use? Refillable? It looks like ink level too high and inks dripping from nozzle plate.
Or dampers not goog quality.

What you mean - "refilable ink"? Do you have a picture?
VJ1204 does not contained subtatks. So, it very sensetive to ink level in the system. If you use open cartridges you have to think about ink level in cartridges or bottles.

Try to reduce ink level in cartridges.
For this printer level should be 1/4-1/3.
1/2 is maximum.
The printhead in your printer is choked by ink.
