Need tips for Adhering Acrylic Face to PVC for CNC Routing

What is the best way and/or product to use to glue a facing substrate (like Acrylic, or Brushed ACM, etc.) to the main substrate (like 1" PVC, etc.) so that you can then cut on a CNC Router to make letters, etc?

I've tried contact cement but we're still have some letters lose their facing from the vibration of the CNC.

Please let me know any tips or suggestions.
