Any of the royalty free sites will have vector versions that you can scale to any size, istockphoto.com

Where you live, can't you just go out and take a good photo yourself ?? Heck, your area should be full of them.

I just searched google, and stock sites for 40 seconds and found 19 high res mexican flags.
