Print Head Issue?

So here is my dilemma guys, I have been having an issue with one print head clogging up on me. It is the cmy head, Every day is the same issue where I do a test print and have no cmy at all, run a powerful cleaning and still nothing, do a head soak and I get the colors to print but the magenta is hardly printing (just a few lines instead of a block). I checked the dampers and they arehalf full. Also the amount of magenta I get varies from day to day, some days I can get almost a full block to print and some days I cant. The print heads were replaced a little over a year ago as was the capping station.
So am I going the right direction here thinking that it is the print head?

By the way, it is a Mutoh Falcon 62

I think thats the same print heads and capping station as I use on the Roland CJ 500. Have you made sure that first the drain line to that side of the cap station is not plugging up? Second that the clear line that runs from under the capping station (each side) over to that small rectangular box, see if that line is plugged. Some times you can't see anything in it but if it is plugged you can have problems. To get at it to clean out you might need to remove the caps and flush them. To check for blockage you can push some air through the end that attaches to the small rectangular box with a syringe.

How are you trying to draw ink into the dampers? Through the capping station with a syringe? Can you hear an air leak or just not getting any draw?
