So i was asked to make a little 1.5x2 decal to put on rain guages for our local Pheasants Forever. i designed and printed it to size. wow it looked like junk. So i designed it larger and then downsized it in versa works. it looked ok but shouldnt a .eps look crisp when printing?

What does the eps file type have to do with anything? EPS - encapsulated post script. You can embed just about any sort of image in an eps file container - thats not going to make it any better or worse for the most part.

You arte using versaworks so its a given you have a roland of some sort. Dpending on what is creating the file and the capabilites of your roland dictate the file type you want. Thats a small decal regardless though - not all large format printers can do text under 10 point very well - some can print 3 point text fine. Just not enough information from you on the design, machine, and what you are creating the design in.

vectors ALWAYS print crisp for me, Hell i even printed a high res JPG a client had for artwork and it had 1/16" text on it that printed well also. I print on high speed mode and the basic vinyl profile with great results.

I say it's your heater settings, I have my heaters all the way up on my Roland (112 degrees), i find this prints less grainy and if you print on matte adhesive vinyl like i do, those two tips reduce all print grain pretty much. You can then overlaminate the matte vinyl with gloss and it looks GREAT

actually, try printing these on high quality mode. I do remember that on a smaller job the high quality mode printed more crisp beings it was such a small print.

You're gonna need high quality mode on a Roland for something that small, and as mentioned before high heat.

For small pieces we print using our EdgeFX, it's great for small stuff; we just printed some 1.5cm x 2cm decals for a customer a couple weeks ago.
