PS or Illy

Is it possible to take either a vector or picture of say a motorcycle that's showing a side view and turn it in a way that is sorta looking at you in either Illustrator or Photoshop?

That's the realm of 3D software. Pretty difficult to achieve with photo editing software (PS) or 2D vector software (Illy).

If it's vector you can do it in Illustrator or Photoshop CS5+ Extended (has to be extended). PS6 has a whole bunch of new 3D stuff coming too. Note that it'll just be extruding the vectors so it's not like it will be contoured. There are ways of contouring it in PS but none easy.

Basically you're rendering the vector into 3D via extrusion and rotating it.

To do it properly you'd take it into Daz 3D or Blender and create a full 3D model which you could spin to your heart's content.
