Question about colors

We have a Mutoh 1204 VJ printer in our high school that I'm in charge of.

My question is in regards to colors. Why when a print a decal that is say 8" x 8" the red is really a good deep red and when I resize it to say 4" x 4" the red looks lighter and faded out?

Any help would be appreciated.

It could be that the more color you say the better it looks because of the less of the background material that is present. same thing as the optical illusion where the two gray blocks that look to be different colors but are actually the same. just my theory though.
