Raptor Liner?

I have a customer who has a tow truck that has everything behind the cab painted with tintable Raptor Liner spray bedliner material.
Does anyone know of something that would stick to this stuff?
It is a urethane based material, and the texture is fairly mild. I've already tested Ruff wrap with no success.

IJ8624 Scotchcal Textures Surface Vinyl Maybe?? I would imagine heat would be a very necessary tool for a suface like this as well...

I've thought about that type of material, but I'm concerned about wind. Most buildings don't regularly drive down the road at 65 mph :)
