Seramark ink rubbing off

I have a roll of seramark that i am having nothing but problems.
I cant get the ink to fully dry for the life of me.
I am printing with a vp-540 using mcvp profile.
I have let some dry a week and still same problem.
One picture attached is with my hands applying it on the wall and the ink is on my hands.
Other picture is with oshee squeegie barley touching it.

Any ideas?

I bought the solvent version anyhow. Not sure how you would tell.
I did email the company i bought it from so hopefully they have an idea also.
I did have problems printing on ultraflex banner material also on matte and gloss. Not sure if something is wrong with my printer or what?

I dont have the box to check. I will check the roll if it says anything. I have maxed out heat settings in vw. Nothing changes. Tried printing in uni direction also.

I did check the inside of the roll and it does say 75054 which is solvent.

They said it would work with eco sol max which i am using.
I will try the mac7.
