sign designer block....

Making America great, one sign at a time.
Hello!
So i am doing this project and have discovered a "what to make this out of" block.
sigh.
the artwork is to be 36"x30 wide. it is going to be mounted on a office meeting room wall. it will have have three logos.
1. the city town seal logo in the background.
2. 3 municipal logos "surrounding it". these logos are smaller than the one mentioned above.

i am looking for a way to have all this combined. i am doing a mock up with foam board. a base plate with 1.
a second layer with all three logos mounted on top

suggestions on how i could create this??
i am not printing this on viynl and slapping it on white aluminum, if you get my drift, here.
i am thinking between full blown carved and that. personally, i don't think they would pay for bronze.
(below is the artwork style. this is NOT the final artwork, do not taze me about that.)
thank you for your input and praise.
