Not sure what you mean by signwriting software. Do you mean graphic arts software? or rip station software?
We use coreldraw for graphic arts and flexi sai software to drive the printer and plotter.

your plotter should have it's own software to drive it.

Just about any well known graphics program will work. If the plotter doesn't come with it's own software (either it never did or you bought used) or if the software is limited, depending on the plotter (in this case, if it can handle raw HPGL and parse what it needs) may not even need a driver for the graphics program of your choice. But otherwise, even Inkscape has plugins that allow to drive a lot of plotters, so there are quite a few options out there. I use the raw HPGL method and I cut directly from the graphics program.
