Slicing substrate...

I'm wondering if there's a tool or technique that would allow me to slice the back of my vinyl (cutting the substrate but not the vinyl itself). I'm selling decals and I've found the easiest way for my customers to apply them would be to peel the vinyl off the substrate from the middle out.

You don't want to slice the substrate- you want to slice the backing sheet.
And the decals will tend to fail where sliced if too deep.
