I have sprayed automotive clear coat over top of prints that were already installed on substrates. I wouldn't think it would work well to paint vinyl and then try to install it, as you'd get cracking, etc as you stretch/bend the print.
If you shoot a single stage there would be no need for clear coat. You want to make sure the paint is thoroughly dry though. Do those vans have compound curved windows? If not you should be home free.
Although I've never laminated any of my airbrush on vinyl work I'd imagine the lam wouldn't have any adhesion issues. Should stick to the painted surface as if you're applying laminate directly to a vehicle.
I used to spray paint and airbrush window perf a lot. Just be careful you don't separate the release liner from the vinyl, with air pressure and cause over-spray to stick to the adhesive side.
