to cut holes or to not cut holes

OK I am doing several 10x14" aluminum signs the signs have pre punched 1/4" holes in each corner. my question is when I print my vinyl and laminate it then apply it to my sign is it best to have pre cut the hole a little larger on the vinyl during production or is there a punch through method that would work? I am worried about the vinyl twisting when tightened down from the bolt head so the thought of making the hole 1/16" larger around seemed to make for less chance of failure from dirt or moisture getting behind the vinyl. I am using Oracal 3651 with oraguard 210 lam. so a total of 5 mil total thickness going on .063 aluminum. any thoughts or advice would be appreciated. Thanks Dave
