vinyl for a cop car

On my way into work today, I saw a white charger sitting up in the grass, didn't really look twice but as I was passing it I could see the outline of "POLICE" I look back and I don't see anything on the car. It almost looked like it use to be a cop car and the vinyl got stripped off (poorly) and the residue was left over. I continue my way and not too far down the road is another one. Same thing I can see the outline of all the police decals dead on, but at any angle the car looks bare. Any idea what type of vinyl this could be?

Probably a reflective that is the same color as the car.

They're beginning to do that alot around here, especially with black. They make for a very subtle "marked" vehicle that effectively doubles as a semi-unmarked vehicle.
