Vinyl not sitting flat enough creating vertical marks through print

Ok, so this has been a prob for time hopefully someone knows about it and can shed some advice.

Basically the vinyl doesn't sit flat enough so there are certain sections across the width that sit higher, creating a bump.

When the head goes over it creates a darker colour because it's higher.
Certain colors are worse than others, generally the lighter the colour the worse it looks and the better the vinyl the less it does it.

Happen to anyone else? Any advice?

Vacuum strength is set to high, obviously not high enough?

Heat may be set too high. Too much humidity in shop. Old material, defective material etc... Lots of reasons.
