Vj1204 Horizontal Banding issue

I have a refurbished VJ1204 I bought from Mutoh in March, I am having banding problems, Ive done numerous strong cleanings and have tried different profiles but it is not going away, Ive even tried different media, Ive went into service mode and ran a nozzle check then a cleaning, the nozzle check looked good. I'm am at a loss, Ive reloaded the current profile in Flexi but it did not help, I am using flexi 12 sp3, oracal 3651 gloss media.

any ideas?
