is there a way to make a water based dx4 print head compatible with eco solvent inks? I thought I heard there was a way but not sure?

In the past you could take the manifold off the solvent head and put it on a water based head. This is no longer an option.

You won't save any money and will end up buying the solvent compatible print head in the end anyway.

Yes, you can fit a solvent based head adaptor on water based head.
that will save $50 to $60 each head.
But, best DX4 solvent head is Original DX4 solvent head.
