Application tape not sticking to frosted crystal

Does anyone have issues with this? I believe the tape I'm using is high tack...

Some of it comes off fine, but some just won't stick. I've never had this problem with other vinyls.

I'm using the 3m frosted crystal.

Yes we've had that issue many times and found out there is a special 3M premask to use for 3M Dusted and Frosted crystal. It is SCPS-53x.

Have you tried AirMask 510U from Transrite, it works wonders for us for hard to stick surfaces like frosted or textured vinyls.
