I was given a vinyl express s60 cutter by my neighbor and the dongle with the product code and user id. He doesn't know the email and password that were used to register the software. Is there a workaround so I can register the software?

You probably just need to contact the software developer and have them re-register it in your name. Since you have the product code and user ID that shouldn't be a problem.
