I get this all the time. Mainly with digitizing, but occasionally it's with finished product. I think you would be surprised as to who asks for it as well.
I wouldn't be all that surprised though, if those customers that said no, turned around and went somewhere that they thought spec work should be what that business does and try to get spec work out of them.
