Take a look at water color painting techniques like using plastic, food wrap, foil etc etc. You can create some great effects with a few simple materials. Then you can take hi res and work it a bit.

If this was indeed from stacking the signs, was there any expectation that the customer thought they could do this and the signs would be fine? That's about the only semi-valid point they might have but it still doesn't add up since they threw them out after using for 2 months. Who does that...
