you need to make sure you keep good tension on it..
i run 10oz now and then and cant say it really ever head strikes
the area and position your looking to fill is an hour wage of $16-20
anything less than that and you will get someone much less than what you need.
if you have the time i would suggest finding someone that can start in production and take on a little design work then once trained give them more...

first question, did you clean the contacts in your carriage
is your ribbon cable still in good shape
did you look under the carriage to make sure there isnt any stuck there
i am not sure for that exact brand, i would start with 10 -15 and see how it feels. do a few more if needed.
i know the ones i use have to be rewinded a little more as they age
i am lucky i work in a bubble. we have very little contact with the end customer.
we normally dont do signs or odd jobs unless someone in house needs a sticker or banner for his kids football team.
