From a look at the web site it appears that for that price they are just giving you the sign with no frame.
If they printed those using an off-set press with black ink and colored stock they could be making pretty good money depending on what type of press they were using.
Current DTP point system
The desktop publishing point (DTP point) is defined as 1/72 of the Anglo-Saxon compromise inch of 1959 (25.4 mm), it is approximately 0.0139 inch or 0.3528 mm. Twelve points make up a pica, and six picas make an inch.
You could try this method for setting your pressures.
1. Take a piece of copy paper and cut it into 1" strips.
2. Place a strip of paper between the rollers at each end and in the center.
3. Drop your rollers until they touch.
4. Slowly tighten until paper strip does not move when pulled.

If you have a spare you might change the printer head cable, or you could swap it with one of the other cables and see if the problem clears up or moves.
Have you tried using type 1 marks. I have never been able to get the type 2 marks to works on my machine, but have very few problems when using the type 1 marks.
We contacted a Hazardous Waste disposal company (I think it is SafetyKleen) and purchased a barrel to pour our waste into. When the barrel gets full we call and the haul it off and dispose of it. Also just saw last week that Roland is now taking back empty cartridges for all the Roland inks.
