To get self feeding you will need to get a digital press like a Konica Minolta or Ricoh. Don't know that 5,000 per month would be worth it though as any digital press would print that in less than a day.
If your using their blanks figure out the cost of the blank and material and add in what you want to make on the job. Everyone's overhead is different.

i would not trust a line that you had to clear with a welding rod. There will still be chunks of ink in that line that will clog later down the line or a filter.

but your forgetting about overhead like building cost, insurance cost, utilities etc. Your not getting anywhere close to $1,000 profit. You cant just think about the employee hourly wage and cost of materials in a job and the rest is profit.
I would suggest Mimaki. We have been running them for 10 years. There are other people in town that went with other printers and its crazy how much stuff we have to print for them because their printers are always broken.

Complete opposite at night when its dark outside and lights are on in the building. People outside will be able to see right in and you wont be able to see out.
Panels are colored plastic not painted. People wrap them all the time have you seen races where all the bikes are wrapped and have sponsors all over them. Same thing with snowmobiles as well.

Floor decals are not meant to be long term. Most will say about 6 months at the most. You can use the 3645 laminate but I would go with a stronger adhesive on the vinyl. But the 3645 at around $1.90 a sqft cost ($1,300/roll) will probably make the decals to expensive for a school. Also...
have you ever printed out a color chart? I do not mess with color settings in the RIP. If you print out a color chart you can pick the colors off of that to use in your art.
