-check the sheet lever mechanisim work well or not I think sheet sensor is a limit switch (not sure) so the lever must push well on it .

If just with plug cable this happend Go to device and printer double click on the gx24 driver check the list if any job waiting there cancel all If using software check the production manager if there job waiting cancel it .you can try reinstall the dirver change the port if there other one...

If pattern test print fine the printer electrically mechanically must be fine last thing to do check the black cartridge set it full ink and shake it,check the o ring above the damper the level ink in damper must be at least half the damper.

It's look that the carriage can't detect where it's , there a limit sensor on the far rignt side of the printer the carriage detect it when power on go to right detect then back to the left parking above the cap you need to do limit intialization here is video link...
To isolate the problem were it is in machine or pc do the next.
From service menu :
test pattern > fill pattern (enter) will print full width each color alone .
I think you test the wrong part. mybe you test a resistor not the fuse.
The fuse is the white part with chrom sides , which printed above 1.6A.
According to the service manual which lablel by
F2 for B&C print head . which label by F3 for M&Y print head.

-Are the printer setup ok loaded material .
-the LPT cable connected.
-in top left box rip and print screen are the ColorCAMM PC600@ LPT shown.
-if change setting back to old and test. What the setting you're changed?
I don't know about mimaki but in roland printer there is 2 option :
- ( full width scan ) the carriage run from far right side to far left side never mind how much media width loaded.
- ( media scan width ) the carriage run just from right media edge to left media edge .
