If the laminate travels to the right or left after X meters, then the nip is off and needs to be reset. One side is lower than the other and that is the reason it travels. I'm unfamiliar with the EasyLite laminator, but there should be instructions on how to reset the nip.

I don't know of anything in that price range, although you might be able to find a used XY cutter if you do long runs of the same size prints. New XY cutters are going to be $30K or more.
are you looking to do this with an adhesive? I've got a two part solution where you can print on a clear and print on an opaque then laminate them together on a laminator...from there you can plot/mask/whatever and then apply to a window.

The perf manufacturers do not recommend laminating perf unless it is on a vehicle.
