No to windex. Windex leaves a film behind, also not good for most vinyls. Wipe it down with mineral spirits if you like, but give it a good alcohol bath in the end.
Most all digital printable vinyls are generally a 10 year outdoor lifespan. It's the inks that don't last that long, thus need some extra help with a laminate.

If it's hardly anyone there, why not mount them on the side facing the visitors from below and just fasten them to the front of the uprights. You could use a plate and screw through the bottom or wire them fast from the uprights.
Aren't railings in/on stairways for a reason ?? To assist people going up or down stairs ?? They'd be in the way and most likely played around with by certain individuals. I realize, that's none of your concern, but it is in your best interest to address it with them and look for a better...
Fairly old may be the culprit, but have done it on stuff 2 or 3 years old, without a problem. Looks as though some of the lettering is slightly heavier in the blotchy areas, too. Have you tried running it again ??
