When your cutting a whole 6mm sheet of 3" characters, it doesn't matter how new your bit is. eventually they start fuzzing. Faster and cheaper to mask it than a couple of bit changes.
We used to rout a lot of PVC and had problems with the top edge being fuzzy with and Onsurd upcut single flutted bit. We solved the problem by masking the PVC before we routed it. Masking it may help in you situation as well.
Heat the area around the emblem or letters prior to removal to minimize the amount of adhesive residue. Really old vehicle you just have to saw it off with fishing line or an emblem removal tool.Even on a brand new vehicle there will be some of the VHB foam and adhesive left. I find it works...

I am assuming all printers are basically the same. On a Roland my first guess would be a bad or dirty encoder strip. If you have one try cleaning it with a soft cloth and soap and water. They can be damaged even worse with harsh cleaners or abrasive cloths.

Black translucent isn't supposed to be translucent. It is supposed to block out the light and have a less splotchy tone than regular opaque vinyl. Black is the absence of light and there is no way to create a translucent black. Grey yes black no.
Did you check the settings for your PDF's? PDF's are a package for raster and bitmap images. You control what happens to them as they get wrapped up. The settings may be converting your color settings and there are jpg compression and down sampling settings in there as well.
