Use a double layer of premask on the bottom side. That way when you cut through the material (and not the premask) you don't loose suction and the mask will hold the letters down. Don't nest the lettering so tight that the kerf overlaps, put space between the lettering.

I think it's way too cheap for one. A 30" x 60" printed alumalite sign and should cost more than a 4' x 8'. You may or may not find a use for the scrap before it gets scratched up or damaged and it takes time to cut the sheet down. You also have a lot of waste on your printed graphic.

Mark this vehicle down in your notes as a potential problem removal. If you get it clean and vinyl to stick, removal will be a pain later. My theory is that the oxidized paint has a tooth/texture/micro pores that the adhesive bonds to kind of like velcro.
I like my Home Depot Bosch laser measurers. I have an expensive one and a cheap one and they both work great. The expensive one is about 5 years old and cost twice as much as it does now. The cheap on remembers the measurements longer which is nice.
