if you are wanting a physical board then look into getting a white board and then apply vinyl to it to organize it into different categories then use different colored markers to write things out.

since your boss is all about the $$$, go to signs2trade. They are a MM here and can do a full color (with edge bleed) delivered to you for cheaper than you buying blanks and then applying the graphics.
have tried stripping old vinyl off and it looks like POO-POO, banners are too cheap to re-use

stack them, this method will allow the magnetic to "stick" to one another as the polarized sides will be +/- and the backing paper will protect the graphics in case there is movement

as the others have said, solid cut vinyl and layer it.
+1 to cutting registration points, we find the hexagon is the best shape straight line for easy alignment and no acute angles to worry about when weeding

we run some 64" machines and granted 54" is the most common the extra width is helpful and you will always be able to find a way to use it.
too many concerns with someones elses material in your shop, liability, self life, usage, etc...
