I use the Barbieri spectrophotometers. I have the Spectro Pad and the LFPrt.
Reason why i didn't mention it is they're more catered for professionals (if that's the right word to use) or a specific print shop.

I only have exp with Oce Arizona flat beds. And they don't allow you to use any other inks with their printers. all the bags have RF chips so the printer can read them. It wont even allow you to for example put a cyan ink bag in a magenta port...

You shouldn't be leaving it off for a long period of time with out doing a proper shutdown procedure. You need to contact oce for that.
But you should always leave the machine on, so the vacuum keeps the ink in the heads ect.

I'm not familiar with those printers. I use UV flat beds. Daily maintenance is purging the heads and cleaning every one to make sure every nozzle is firing correctly.
So naturally i would assume there a way to purge the heads. Saves you from wasting media. Doesn't seem like it though.
Yep open the carriage up. Inside will be all the boards for each ink head. on each board there should be LED lights. just shows if they're getting power. And just check inside for anything that seems odd.

I dont know how long the adhesion will last on concrete. But what about using aluminium composite sheets, because you cannot print directly to them, you can still stick your vinyl onto it. you'll get better adhesion life from it.
So you've done the basics.
When the print head pures, it cuts the vacuum to the print head. So there's a chance it could not be responding to date. Open up the case and just see if everything is working, if all the boards are on (there's little LED's on each board)
