Your biggest mistake is assuming you have no competition on this job. Not sure what the dollar amount is here but everyone has a trigger point to where they think "can I get this for less".
Here's what I'd do. Design the sign the way they want it and have them sign off on it along with a disclaimer that it may not be ADA compliant and they take full responsibility for any compliance issues.

Text needs to be upper case and the pictogram needs to be in a 6 inch blank field. Don't think the text is required to be below the pictogram, have done them both ways but I can't be sure. There are no regs for braille dot contrast. We ususlly use clear which will reflect the substrate color.

The vitriol comes from both sides. A few years ago my mother in law, who has since passed, had to remove a Rush Limbaugh bumper sticker because of repeated fingers, being cut off in traffic and two tires sidewall slashed. She was 76 at the time.
I deal with Accent on a regular basis for ada supplies. They patented and licence the raster braille method used on the majority of ADA signage today. I know some of the people there and they will be in my prayers.
