Sounds to me like the paint is latex instead of enamel and the silicone content is causing it to peel. The fix is to remove the graphic and spray on clear, outdoor polyurethane. Then, after proper dry time, apply a new graphic.

Pretty sure that's a factory repair ... check with your GSP distributor to be sure. Definitely clean and lube the stainless pins that the sprocket and bail slide on though. This is more effective than you might think.
