Tbh you might be experiencing interference.. As it's a VERY old machine theres virtually a 100% chance that the electrolytic caps in the psu and other circuits have now started to fail - it's very common in vintage equipment - so you'll now be getting ripple in internal power lines which does...
Easy solution.. Have a piece of metal connected to earth via a high value resistor - give it a touch before working on something - kills the static and doesn't give you or machines a zap.
For machines that zap - just put a copper rod connected to earth in the same fashion to discharge...
Of course, you can usually use a newer cutter in the software.. Most of the time the commands sent are the same. Just find the next model that is supported - the worst it can do is not work
Most graphtec drivers should work as they usually create virtual serial ports. For them. Then any sign program will work - most cutters can default to hpgl, etc - or try more modern versions - just don't expect the fancy stuff to work.
Could be a few things.
1. Bad ink (too thick)
2. Ink Filter needs replacing
3. Cleaning fluid is reacting to ink, might be worth trying it on a dried sample of ink to see if it completely dissolves the ink or leaves bits (which would then clog the head)
True, but as I said it depends on how far away you're viewing it - something up close needs a higher resolution than something viewed over a distance.
Plus of course it depends on the machine - older ones tend to be faster with lower resolution prints
The other issue are fonts etc - the police will have a retained sign company to do such work - they'll have the complete vehicle map and vinyl specs - unless you've got that, theres not much point even thinking about it.
Especially money wise.. They'd have specified expensive vinyl, the body...

That's an easy one - the polyurethane is reacting to water - just make sure you're not laying down too much ink and everything is completely dry - could even be the substrate is slightly damp.
If it still reacts - spray laquer should isolate it - just try on a small sample first
