In general it's about $4 to $6 worth of ink for a full 4'x8' sheet.
I don't know of any printers or inks that have a gloss finish on the ink, but I do know that several companies have the option of a varnish channel.

Well, like I said, it's worked into the pay rate. Someone who makes $10.50 an hour with an on time bonus and doesn't show to work on time is only getting $10 an hour. They're effectively punishing themselves by not coming to work on time.

Very true. Bonuses are also more effective than punishing employees.
We have an hourly "on-time" bonus here that employees get for showing up to work on time. If you're late once the bonus is lost and has to be re-earned by not being tardy for X amount of days.
Just to reiterate what's already been said you absolutely CAN NOT deduct pay from your employee. It's illegal and if you do so, YOU can actually get into hot water if your employee goes to a lawyer or the NLRB for unfair labor practices.

If you have the cash to drop, check out the swissQprint Nyala 2. It's expensive and the delivery time is long (I think it was four to six weeks when we were looking at it), but I've never heard a bad word about about swissQprint and it has a TON of awesome features.
We're running a VUTEk H2000 Pro (hybrid) and it's pretty amazing for sheet material. We've had a few minor issues, but nothing TOO serious so far.

Looks pretty similar. We use both Mactac vinyl and laminate, so I doubt it's related to incompatible materials. I wouldn't be surprised if we got a batch of bad vinyl or laminate though, since it happens from time to time.

This was printed for a customer about three years ago. It was done on a Colorspan Gator to Mactac 5 year with a Mactac UV lustre laminate coating and mounted to dibond. Included a picture of the sign as it's supposed to look (not the same sign, however) and what it looks like now. Nobody around...
We're currently running a VUTEk H2000 (which is technically a hybrid) and have only had it "down" one time, when we had a part replaced for QOL issues.
On the other hand, our Rastek T1000 was down about a week or two a month. Right now it's a material shelf.
