Around here (central IL), anything outside of city limits falls in the jurisdiction of the county. Some small towns also don’t handle permits, and it gets taken care of by the county.

I agree with others that a good color managed workflow is ideal. Could you fold it and use a standard filing cabinet? We do a number of architectural signs that have a lot of pieces to them. We just store them in an upright metal cabinet. It’s not ideal, but it’s nice to refer back for reorders...

Any time you are purchasing metal off a website, you are paying too much. I would recommend trying local metal suppliers for better pricing.

One of our wholesalers told us there is a national shortage. If you can find white, you could paint it with Matthews black. We do that for custom colors.

Political signs are pretty cutthroat. Coro might be too expensive. Gill or Stouse does silkscreened outdoor poster board signs that are less expensive.
