we paint vinyl all the time for gradients lightly scuff the vinyl with scotchbrite use lacryl, grip flex, krylon or matthews paint and clear 1 light coat. very light coats clean well with laquer or lacryl thinner after scuffing

10% 1 shot and west systen epoxy pour it on background and level it out. if it is thick let it firm up a little. if you put smalts in too wet and thick epoxy it will drown and you will have shiny spots.
