1604 sub tank issues

I Just put a new valve on the black sub tank, I checked the hidden menu on the key pad to make sure they are all on and it does not seem to fill the bladder. the stainless steel plate is still out from the senors

Ideas??

Could be 'vapor lock', you may have to use a syringe to add some ink to reinflate the subtank manually.

I also tried that, even pulled ink from in front of valve(cartridge side) to get air out
