A 2 part font question that I have been holding back . 1) what font looks most like hand lettered painted letters ? And 2) what is the name of font in this picture?

The font is named Algerian Basic. It is the same as Algerian Regular except that the extra decoration has been removed.

Plenty of fonts look like hand-painted letters- and some are appalling on both counts!
Fred's suggestions are great.
