24" paper cutter needed (rotary or guillotine)

Hi there. Can someone suggest a nice starter (Affordable) paper cutter for me? Preferably one that can cut 24" wide.
I will be doing many contour cut decals in next few weeks, and I would like to have something that I could use to cut them in individual ones from the sheet.

I could use the knife and uller, but I think that cutter would make them look more professional.

with the rotating guard are you able to do the precision cuts?

I have small kids in the house (Home based) and I would rather have this than a guillotine when I better think about it.
