3m 94 Primer

Does anyone know if you can use 3M 94 primer on bare wood, I have a customer that brought me in some cornhole boards that are bare and was wondering if the 94 primer would work. I put a sample peice of vinyl on it last night it sticks but not the way I think it should.

AHHHH Corn hole boards.....We actually have a customer that sells these at college football games. Apply vinyl and have him put a polyurethane clear over top. This will keep the edges from lifting over time from the constant sliding of bags over them. Plus doesn't cause any unnecessary friction.
