Air Knife

That would create a lot of static and possible contaminates from the airline. It could be done if filtered properly. Also you could use a filtered blower motor that has a long straight narrow opening for cleaning the substrate before entering the laminator. Just like the ones big companies use to clean plastic sheet rolls before thermal forming.

I would think this would blow dust all around the shop and back down.

I think a good (dedicated) hepa shopvac (fein) with a nice wide brush tip would be a better place to start and just vac them clean. You can only blow so much stuff off as things tend to stick and air just cant remove everything.

You can make air filters by taping 20" x 20" furnace filters to a 20" box fan. I have a few of them running in my home and they work well.
