AllState Signage HELP!

[Testtube Design]

I am working with AllState on a outdoor sign. All the information on the color of vinyl they gave me cannot be found. Has anyone worked with AllState that can tell me the blue color they use.
They gave me a color sheet and it says Avery Cobalt Blue. My suppliers cannot find it. AllState hasn't been able to give me a PMS/pantone color as of yet. So any help would be appreciated.

its a translucent color, no wonder i haven't been able to find it. You are helping me out tremendously. thank you.

can i put tanslucent on a white backed sign and use it as a background to put the white on?

or reverse weed and apply, no need to overlay white


I do it all the time to get a satin sheen background color on signs

Pantone 2935...... official colors in a file from Allstate Corporate. At least for a vehicle wrap.
