Any tips on getting vinyl to stay stuck down in body lines of Express vans?

It seems like every time a apply vinyl graphics to a "work van" (Chevy Express van, Ford E350, etc.) and the graphics go over the body lines that are indented on the sides of the vans, where the windows would be, if it had windows, the vinyl graphics lift within a week or two and there is no getting them back down.
I have tried using 3M primer 94 to coat the problems areas, allowed to dry for 10 minutes, then applied graphics printed on 3M IJ180cv3, laminated with 3M 8518 and it still lifted. I've tried every cast wrap vinyl and laminate combo, and nothing.
Any tips, suggestions, ideas?
