Are the benefits for using a CcMmYK that substantial for sign making.

In general. Not at all. If you are doing a ton of very high resolution photos with people and whatnot that will be looked at from 2 feet away then maybe. One very common myth is that LcLm give you a wider color range. Very much false - there is no additional gamut. The only thing it really helps on and for the most part and for most people imperceptably so - is slightly smoother gradations. On many printers like Mimaki's you can run the machine as dual CMYK or CMYKLcLm. With LcLm the printers speed is half of what it is compared to dual CMYK mode.

Depends on what you're printing. Like Sightline says, anything people will view from close up will benefit from the smoother looking print you get with the LcLm inks.
For art-repro, POP, labels, stickers, etc. the LcLm does make for less visible dots and a nicer looking finished piece. Take three steps back and the difference doesn't matter because you can no longer see the dots.
